Right to access information
Pursuant to the Act on the Right of Access to Information (NN 25/2013) (“Freedom of Information Act”) and the Act Amending the Act on the Right of Access to Information (NN 85/2015 and NN 69/2022) all domestic or foreign natural persons and legal entities have the right of access to information in the equal manner and under the equal terms.
The objective of the Act is to enable and ensure the exercise of the right of access to information, and the re-use of information, as granted by the Constitution of the Republic of Croatia, to natural persons and legal entities, through openness and the publicity of the activity of public authority bodies.
The right of access to information is based on the principles of publicity and free access, timeliness, entirety and accuracy of information, equality, disposal of information, mutual respect and cooperation. This right encompasses the right of the beneficiaries to seek and acquire information and the obligation of the public authority bodies to ensure access to requested information, i.e. to disclose information regardless of the request, when so required by the law or other regulations.
Information is any information held by the public authority in the form of a document, record, dossier, register or in any other form, regardless of the manner of representation (written, drawn, printed, recorded, magnetic, optical, electronic or any other record), created by the body independently or in cooperation with other bodies, or received from another person, and developed within the scope or in connection with the organisation and work of public authorities.
Re-use is the use of information of a public authority by natural persons or legal entities for commercial or non-commercial purposes other than their original purpose, within the competence prescribed by law or another regulation or a transaction that is generally considered a public affair. The exchange of information between public authorities in order to perform tasks within their competence is not considered re-use.

Fee for access to information or re-use of information
The Croatian Standards Institute is entitled to request the beneficiaries to cover the actual material expenses of providing information and the expenses of delivery of the requested information incurred by the Croatian Standards Institute.
The amount of the fee for access to information or re-use of information is set in accordance with the criteria for setting the amount of actual material expenses and expenses of delivery of information (NN 12/14,15/14, 141/22 and 96/24).
